U.S. President Donald Trump traveled Tuesday to Kenosha, Wisconsin, where protests turned violent last week after a white police officer shot a Black man, Jacob Blake, seven times in the back as officers tried to arrest him. Speaking to reporters Tuesday before departing, Trump said he didn’t know if he would speak to a member of Blake’s family during his visit. On Monday, Trump told reporters he was not planning to meet with Blake’s family because they wanted a lawyer to participate. The president also declined to criticize the actions of Kyle Rittenhouse, a white teenage vigilante who is accused of fatally shooting two people and wounding a third during a street demonstration in Kenosha two nights after Blake’s shooting. Rittenhouse, who claimed his goal was to protect businesses, faces five felony charges, including first degree intentional homicide.“They very violently attacked him,” Trump told reporters about Rittenhouse. “He probably would’ve been killed” had he not opened fire on the demonstrators. The governor of Wisconsin, Tony Evers, urged the president to skip Tuesday’s visit to Kenosha, saying Trump’s presence “will only hinder our healing. I am concerned your presence will only delay our work to overcome division and move forward together.” Evers has ordered National Guard troops into Kenosha and accepted additional federal law enforcement assistance to quell the street violence since Blake was shot and left partially paralyzed. Trump announced Monday that the Department of Homeland Security and Department of Justice are launching an investigation into “left-wing civil unrest” in “Democrat-run cities,” adding that federal operations cracking down on urban violence have resulted in the arrests of 200 people, including 100 in Portland, Oregon. “In America, we will never surrender to mob rule, because if the mob rules, democracy is indeed dead,” the president told reporters in the White House briefing room. Trump, emphasizing that “we need order,” spoke just hours after Biden said the president “can’t stop the violence, because for years, he has fomented it.” Earlier in the day, Biden speaking in Pittsburgh, looked into the cameras during his remarks, which were carried live on the three main U.S. cable news networks, and said: “Ask yourself, do I look like a radical socialist with a soft spot for rioters? Asked by a CNN reporter during Monday’s White House briefing about his supporters firing pepper spray and paintballs at protesters in Portland Saturday night, Trump responded that “paint is not bullets,” adding “your supporters … shot a young gentleman and killed him, not with paint but with a bullet and I think it’s disgraceful.” The president was referring to Aaron “Jay” Danielson, a member of a far-right group, who was shot in the chest after a convoy of hundreds of Trump supporters drove through an anti-racism protest. Violence has fluctuated in downtown Portland since the May 25 death of a Black man, George Floyd, in Minneapolis after a white police officer knelt on his neck for more than eight minutes.With the election nine weeks away, Biden leads Trump in national polling, although the contest is tight in some key swing states.

US Justice Department Unveils Reforms for FBI Wiretap Applications
The U.S. Justice Department said on Tuesday it was implementing new compliance reforms at the FBI to minimize errors when it applies for wiretaps, following revelations it made numerous mistakes during its probe into President Donald Trump’s 2016 election campaign.
Attorney General William Barr released two new memos outlining sweeping changes, including the creation of a new internal auditing office as well as a list of additional steps the FBI must undertake before filing an application with the Foreign Intelligence Surveillance Court.
Under the new protocol, if the FBI is seeking to monitor communications of an elected official or candidate, the director must first consider offering the target a defensive briefing, and the wiretap application must be approved by the Attorney General.
“The additional reforms announced today, which we worked on closely with the Attorney General’s office, will build on the FBI’s efforts to bolster its compliance program,” FBI Director Christopher Wray said in a statement.
The reforms could help take some heat off the bureau, which has been under fire for missteps in its early-stage investigation known as “Operation Crossfire Hurricane” into whether Trump’s 2016 presidential campaign colluded with Russia.
In December, the department’s inspector released a major report scrutinizing the FBI’s FISA applications to spy on Carter Page, a former Trump campaign adviser.
He uncovered 17 major mistakes in the FBI’s applications – errors that were so substantial, they prompted a Foreign Intelligence Surveillance Court judge to issue a rare public rebuke of the FBI.
His findings have also since led to criminal charges against former FBI attorney Kevin Clinesmith, who in August pleaded guilty to doctoring in email used as a basis to renew an application to monitor Page.

Nine weeks from the national U.S. election, President Donald Trump and his Democratic challenger, former Vice President Joe Biden, sparred Monday over blame for street violence linked to racial injustice and police treatment of minorities that erupted in recent days. Trump tweeted Monday that he plans Tuesday to visit Kenosha, Wisconsin, where protests turned violent last week in the aftermath of a police shooting of a Black man as they attempted to arrest him. US House to Subpoena Postmaster General Over Mail Delays
The House Oversight Committee intends to subpoena Postmaster General Louis DeJoy for documents about disruptions in mail delivery operations that are now central to questions over the ability to handle an onslaught of mail-in ballots expected for the November election. Rep. Carolyn Maloney, D-N.Y., the committee chair, sent a memo Monday saying DeJoy blew past last week’s deadline to fully respond to the committee’s request for more information. He has not provided any new materials, she said. “It is clear that a subpoena has become necessary to further the Committee’s investigation and help inform potential legislative actions,” she said. Democrats are aggressively pursuing oversight of postal operations after President Donald Trump railed against mail-in ballots. Trump suggested he wanted to starve the Postal Service of funds to make it more difficult to handle the surge expected in November.DeJoy, who was tapped to lead the agency in June, started quickly initiating changes at a time when the agency was already straining under the COVID-19 crisis. US Court Denies Ex-Trump Adviser Flynn’s Bid to Halt Criminal Case
A U.S. appeals court on Monday denied a bid by Michael Flynn, President Donald Trump’s former national security adviser, to immediately end the criminal case against him for lying to the FBI about his talks with a Russian official before Trump took office in 2017. The U.S. Court of Appeals for the District of Columbia Circuit, rehearing an earlier decision by three of its judges, declined to issue an emergency order directing the judge hearing the case to grant the Department of Justice’s request for dismissal. The ruling allows U.S. District Judge Emmet Sullivan to hear arguments on whether he must grant the Justice Department’s request to drop the case. The judge has said he is “not a rubber stamp” and wants to carefully scrutinize the Justice Department’s request before deciding whether to grant it. Flynn, a retired Army lieutenant general, pleaded guilty two times to lying to the FBI about his conversations with Russia’s then-ambassador, Sergey Kislyak, concerning U.S. sanctions imposed on Moscow under President Barack Obama. Flynn was charged under former Special Counsel Robert Mueller’s investigation that detailed Russian interference in the 2016 U.S. election to boost Trump’s candidacy. While awaiting sentencing by Sullivan, Flynn sought to withdraw his plea, switching lawyers to pursue a scorched-earth approach that accused the FBI of setting him up. Trump has said Flynn was treated unfairly in the case.
